SUBJECT: Oath of Office required by 28 U.S.C. 951

         and Article VI, Clause 3



Greetings Mr. Suter:




You are hereby reminded, if you don’t already know, that the federal statute at 28 U.S.C. 951 specifically requires all clerks of any court of the United States to have executed a proper oath of office.  See also the definition of “court of the United States” at 28 U.S.C. 451, and the constitutional requirement at Article VI, Clause 3.




Accordingly, FINAL DEMAND is hereby made of you to deliver a certified copy of your Oath of Office to Me, by placing same in the Priority U.S. Mail envelope enclosed herewith, and by delivering same to Me no later than 5:00 p.m. on Friday, January 2, 2004 A.D.


Do not convert or otherwise abscond with the enclosed envelope, Mr. Suter, because I purchased the stamp affixed to it and I am asserting a property right in it.  If you are unwilling or unable to produce a proper Oath of Office, then I do, in that event, hereby demand that you return to Me the enclosed envelope with the stamp affixed and not cancelled or otherwise posted to anyone else or to anything else.


Beyond the deadline above, your failure to produce certified evidence of your required Oath of Office will constitute fraud, pursuant to U.S. v. Tweel;  it will activate estoppel, pursuant to Carmine v. Bowen;  and it will give Me probable cause formally to charge you at least with impersonating an officer of the United States in violation of 18 U.S.C. 912, and mail fraud in violation of 18 U.S.C. 1341, both of which are felony federal offenses I am required by 18 U.S.C. 4 to report to a judge or other officer of the United States.


Please be advised that I have no intentions of violating 18 U.S.C. 4, Mr. Suter.
