SUBJECT:  Grand Jury File # 2003/04-070

Mr. McCarthy:

Sgt. Martinez of the San Diego County Sheriffs informed me yesterday that you do not meet the description of Thomas Eamon McCarthy, Jr.

If you are not Thomas Eamon McCarthy, Jr., then please explain to me why you kept my first class U.S. Mail addressed to same, and why you did not return that U.S. Mail to the sender if it was not addressed to you.

Did you open that mail?  If you did open that mail, where are the contents of that mail now?

If you did not open that mail, where is that unopened mail now?

Obstruction of correspondence transmitted via U.S. Mail is a federal felony, which I am required by 18 U.S.C. 4 to report to a judge or other officer in the civil or military authority of the United States (federal government).

Sincerely yours,

/s/ Paul Andrew Mitchell
