SUBJECT:  Civil RICO prosecution of documented suspects

          on charges of conspiracy to engage in racketeering

 

Greetings Attorney General Brown:

 

The People of California ex rel. Paul Andrew Mitchell, Private Attorney General, wish hereby to request written notification of your official decision to prosecute, or not to prosecute, the Defendants already named in VERIFIED CRIMINAL COMPLAINTS, ON INFORMATION (“VCC”) now filed in Superior Court of California docket number #GIC807057, San Diego County (see private docket attached: all VCCs previously executed, filed and served are highlighted in yellow).

 

For your information, the San Diego division of your office is implicated in aiding and abetting the protection racket which is the subject of our ongoing investigation.  Please do not put any credence in comments which they may decide to make concerning this matter.

 

If we do not receive written notice of your decision, one way or the other, by end of business day on Friday, August 31, 2007 A.D., we intend to infer from your silence that you decline to prosecute, and that you have no objections to an appropriate action commenced by the People of California ex rel. Paul Andrew Mitchell, Private Attorney General pursuant to 18 U.S.C. 1964.  A list of standing court decisions is enclosed which have held that State courts do enjoy original jurisdiction of Civil RICO actions (letter to Kathy Bailey).
