Greetings
Circuit Executive:
Routine
queries to newly available AI software programs
have
produced a few replies that identify Circuit Executives
as the
legal custodians of U.S. OPM Standard Form 61 (“SF-61”)
APPOINTMENT
AFFIDAVITS for all Federal District and
Circuit
Court Judges.
Unfortunately,
those replies contradict the clear language of the law at
5 U.S.C.
2906, which identifies the “court to which the office pertains”
as the
designated legal custodian, not the Circuit Executive.
If your
good office does maintain originals, or true and correct copies
of those
mandatory credentials, kindly disclose the specific authority(s)
which
designate the Office of Circuit Executive as the legal custodian
of those
credentials.
We are
particularly interested in receiving official confirmation of the
correct legal custodian of all
APPOINTMENT AFFIDAVITS required of
all
District Court officers: Judges,
Magistrates, Clerks and Deputy Clerks.
