This is a proper and lawful Appeal under the Freedom of Information Act (“FOIA”).

On December 5, 2003 A.D., I requested documents under the FOIA (see attached copy of My original FOIA request).

To date, I have not received a complete reply to that FOIA request.

At least twenty (20) working days have now transpired since the date of those original requests (12/5/2003 A.D.).

I hereby appeal your failure to reply with the requested document(s).
