This is a proper and lawful Appeal under the Freedom of Information Act (“FOIA”).

 

On March 4, 2002 A.D., I requested documents under the FOIA (see attached copy of My original FOIA request).

 

To date, I have not received any reply to that FOIA request.

 

At least ten (10) working days have now transpired since the date of that original request (03/04/2002 A.D.).

 

I hereby appeal your failure to reply.

 

You now have twenty (20) working days to respond to this Appeal.  See statute of limitations in the Freedom of Information Act.

FREEDOM OF INFORMATION ACT REQUEST

 

This is a request under the Freedom of Information Act (“FOIA”).  I request that a certified copy of the following document be provided to me, without delay:

 

1.   the PS Form 3801, Standing Delivery Order, properly executed by the Foreperson of the Federal Grand Jury at 312 North Spring Street, Courtroom 1346, Los Angeles 90012, CALIFORNIA, USA, authorizing the person whose signature appears on PS Form 3811 (see attached) to receive Registered U.S. Mail on behalf of that Foreperson.

 

I request a waiver of all fees for this request.

 

Disclosure of the requested information to me is in the public interest, because it is likely to contribute significantly to public understanding of the operations and activities of the federal government, and is not primarily in My commercial interest.

REQUEST FOR CHAIN OF POSSESSION

 

Please be advised that I am unable to decipher the signature on the attached PS Forms 3811, nor have I ever seen this signature before now.  Also, the signer failed to print his/her name in the box labeled “B. Received by (Printed Name)”.

 

When I paid for Registered U.S. Mail, it was My understanding that I am now entitled to discover the chain of possession of my U.S. Mail transmitted in this class.

 

In your response to my FOIA request above, please also provide me with information disclosing the full chain of possession of Registered U.S. Mail #RR 033 573 063 US and #RR 020 102 335 US.

 

I need to identify accurately the person whose signature is on the attached PS Forms 3811.
