SUBJECT: Senate Report No. 1620, Amendment No. 10, 80^th Congress

Greetings Senator Casey:

Our client, a constituent of yours who inhabits the Commonwealth of Pennsylvania, has retained my office specifically to investigate the legislative history of the Federal statute at 18 U.S.C. 3231.

The Notes under that statute contain the following curious reference:

The text of this section was changed by Senate amendment.

See Senate Report No. 1620, amendment No. 10, 80th Cong.

After briefly investigating the above text and the statute in question, we find no historical references to any vote(s) on such an “amendment” by the U.S. House of Representatives, nor do we find any evidence of the required Presidential signature or “Public Law” citation(s) (normally abbreviated “P.L.”)

Because this investigation is likely to assemble evidence of probable malfeasance in our client’s “criminal” case during the 1980’s, locating and confirming said “amendment No. 10” supra has become a matter of utmost importance to my office and of course to the client.

Would you kindly expedite a formal request to the offices of the Legislative Counsel and Congressional Research Service, to confirm whether or not there is any historical evidence of either a vote on this “amendment” by the United States House of Representatives and/or a Presidential signature and required P.L. citation?
