Greetings Ms. Krcha:

 

The attached letter from Hope L. Swann, dated March 21, 2017, did not sufficiently identify the “two new submissions” which she reportedly forwarded to your attention.

 

Please be informed hereby that the matter of my pending Federal Tort Claim, U.S. DOJ Standard Form 95, has been referred to the Office of the Secretary of the Treasury, Attention:  Hon. Steven T. Mnuchin.  See attached copy also incorporated by reference, as if set forth fully here.

 

In connection with said Federal Tort Claim as presented to the IRS, please know that fraudulent concealment, misleading and deceptive representations, continuing tortious and affirmative misconduct have all combined to cause enormous hardships to me and to my private estate.

 

Accordingly, I am hereby and hereinafter invoking my rights to immediate negotiation(s) including but not limited to all appropriate alternative dispute resolution (“ADR”) techniques, and to equitable tolling of all applicable statute(s) of limitation, to wit:

 

“The two year statute of limitations is tolled indefinitely during negotiations.”
