COMPLAINT OF MISSING AND DEFECTIVE CREDENTIALS,

OBSTRUCTION OF TORT CLAIM, AND RECORDS TAMPERING AT USMS

SUBJECT:  personnel identified by enclosed documentation

 

 

Greetings Mr. President:

 

Enclosed please find extensive documentation of missing and defective credentials for personnel employed by the U.S. Marshals Service, Office of Deputy Director, Office of General Counsel, and the “Ethics Team” in the latter Office.

 

These personnel are all suspected of impersonating officers and employees of the United States, in violation of 18 U.S.C. 912, and of obstructing my proper Federal Tort Claim: U.S. DOJ Standard Form 95, for more than a full year.

 

In our professional opinion, the enclosed documentation also calls for the conclusions that the same personnel have also violated the Federal criminal statutes at 18 U.S.C. 1001 and 18 U.S.C. 2071, in part by returning the enclosed without any explanation four (4) months after they received same via Certified U.S. Mail with Return Receipt requested.  See also 18 U.S.C. 1702 re: obstruction of correspondence transmitted via U.S. Mail.

 

Each discrete document set is carefully arranged, and stapled to the envelope as addressed to each intended recipient.  We have also added yellow highlights as an easy way to associate each document with its intended recipient, and any accomplices of its intended recipient.

 

Notably, David L. Harlow and Lisa Dickinson have turned up without any credentials: these missing credentials were admitted in writing on letterhead of the Office of General Counsel, U.S. Marshals Service.  The other personnel identified by the enclosed have turned up with fatally defective APPOINTMENT AFFIDAVITS, which we have annotated with a brief explanation of each fatal defect.

 

For example, contrary to established policies and practices of DOJ’s Office of Information Policy (“OIP”), the signatures of personnel who allegedly administered those defective credentials have been REDACTED.  Such deliberate concealment has violated our right to inspect these credentials for proper compliance with 5 U.S.C. 2903 (Authority to administer).  In turn, all such “administering officers” must have valid credentials too!


As of today, none of the personnel identified in the enclosed has done anything whatsoever to correct any of these missing and fatally defective credentials.  Thus, we also allege hereby that such gross negligence also implicates the same personnel in violations of many other Federal criminal and civil statutes not itemized here.

 

Allow us to recommend that you share this COMPLAINT and all of its enclosures with Vice President Pence, without undue delays.

 

We believe that the Office of the Vice President is ideally situated to Chair a newly authorized Federal Task Force to investigate all such missing and defective credentials, in all 3 Branches of the Federal Government, and to commit all 3 Branches to the worthy goal of publishing all required credentials on the Internet.

 

DOJ is doing this now, albeit in a very limited way, with their “proactive disclosures”.  As one active model for your careful consideration, the following links to our Master List of credentials we have obtained to date from OIP for the Federal Judiciary:
