We specifically DENY that a “Personnel Assistant” is authorized to administer U.S. Office of Personnel Management (“OPM”) Standard Form 61 (“SF-61”) APPOINTMENT AFFIDAVITS.

The SF-61 that you did disclose for Nancy J. Marks does display an OMB control number at the upper right-hand corner, and it does display a proper citation to 5 U.S.C. 2903 in the paragraph at the bottom.

However, a “Personnel Assistant” does not appear to be an “officer” authorized to administer that SF-61, as required by 5 U.S.C. 2903.

See “(Signature of officer)” on the enclosed SF-61 for Nancy J. Marks.
