Dear Senator Cranston:
I was very surprised to receive your letter to me, dated April 8,
1992. Your staff recently took more than a year to respond to my
previous letter to you. I am delighted to have found an issue
which commands your immediate attention. I am clearing my desk
to respond to your letter on the same day it was delivered to me.
I appreciate your willingness to ask the Department of the
Treasury to consider and comment on the issues which I have
raised in formal affidavits recently served on the Secretary of
the Treasury, among other government personnel. I shall look
forward to hearing from you, after that agency provides to you
the response which you have requested from them.
Because so much water has already flowed under the bridge,
Senator Cranston, I want to make sure that you have had ample
opportunity to review the several documents which constitute that
flow. To this end, enclosed please find true and correct copies

Finally, as evidence of my good faith and of my earnest pursuit
of justice in this matter, I want you to know that I recently
published a book on the subject of federal income taxes entitled:
The Federal Zone: Cracking the Code of Internal Revenue. Key
excerpts from the above documents are reproduced as appendices in
this book.
The second edition of The Federal Zone is currently scheduled for
publication on Independence Day, July 4, 1992. I do intend to
send you a complimentary copy of the second edition as soon as it
is available. Even though I still have copies of the first
edition in stock, I hope you and your staff will not mind waiting
for the more up-to-date and much expanded material found in the
second edition.
For your information, a complimentary copy of the first edition
was recently mailed to the Library of Congress in Washington,
District of Columbia. In the meantime, if your staff are
interested in reviewing the first edition, please have them
contact the Acquisitions Librarian at the Library of Congress.
