You cannot execute the form before reading these Rules and, therefore, you demand mandatory judicial notice, pursuant to Rule 201(d) of the Federal Rules of Evidence, of your intent to file this COMPLAINT FORM with the Clerk of the Fourth Circuit forthwith, and you are thereby entitled to recuse Magistrate Seibert for criminal misconduct, to wit: the high misdemeanor of practicing law from the bench, in violation of 28 U.S.C. 454.
