RE:       Employment Security Department and

Mr. David G. Hansen, Administrative Law Judge

Date: November 16, 2003

Dear Mrs. Christine Gregoire,

This is a formal reminder to you that the federal criminal statute at 18 U.S.C. 4 (misprision of felony) creates a serious and formal obligation for me to report felony federal offenses which I witness to a judge or other appropriate officer of the United States (federal government).  Please be advised that I have no intentions of violating this statute.  See 18 U.S.C. 912.

I have contacted the Office of the Code Reviser requesting what State statute(s) created the “Employment Security Department”, if any.

I have also DEMANDED of Mr. David G. Hansen, Administrative Law Judge, for the Office of Administrative Hearings, his OATH OF OFFICE pursuant to 4 U.S.C. 101.  His response is attached.

If there is/are no State statute(s) creating the Employment Security Department, then Mr. David Hansen’s response is correct in that he isn’t required to have an Oath of Office because he isn’t a state or federal employee.   This would mean that Mr. David Hansen AND the entire Employment Security Department are impersonating a Washington State government agency.

Your timely and professional cooperation will be appreciated.

Sincerely yours,

/s/ Russell M. MacDonald, DC
