be indorsed upon his license.

See also 4 U.S.C. 101 in pari materia with the Supremacy Clause (Constitution, Laws and Treaties). Your failure to perform will also give Me probable cause to report the matter to the Corporations Commissioner at the State of California, in Sacramento, for willful misrepresentation, contempt of court, fraud and mail fraud.
