Enclosed  please   find  three  (3)  copies  of  the  Plaintiffs'
EMERGENCY PETITION FOR TEMPORARY RESTRAINING ORDER to be filed as
an original action in your county court of general jurisdiction.

Given the  emergency conditions  which appear  to prevail, we did
not have  time to confirm the proper court caption on page one of
this PETITION,  or the  exact filing  fees.   If the Petitioners'
caption is  not exactly correct, please write, call, or fax to me
the proper  caption.  We wish to petition the county court within
Texas state which has general law jurisdiction over all territory
within Jeff Davis County.

Enclosed please  find a  U.S. Postal Money Order in the amount of
$100 to  cover the  initial filing  fee.   If any additional fees
will be required, please write, call, or fax to me an invoice for
the additional fee(s).
