SUBJECT: West Texas situation

The People of the United States of America have sued the United
States (federal government) and its accomplices to restrain the
use of lethal force in Jeff Davis county, and to enjoin them from
depriving Citizens of Texas state of life, liberty, or property
without due process of law.

No sooner had this law suit been served, when Mike Matson was
tragically and needlessly killed, evidently while he was
attempting to defend himself against a pack of trained police
dogs.

As a consequence of this and other recent events in Jeff Davis
county, the situation there appears to Me to be a powder keg in a
microwave oven, waiting to explode at any moment.

I am writing to offer My services to the People of Texas state,
as a private Attorney General and Relator in the case of People
v. United States et al. I would be willing to donate My
professional services, provided that some arrangement can be made
to cover my travel and living expenses, and security as required.

I believe that probable cause now exists to petition the county
court for an order to the DPS officers to show cause why they
should not be charged with murder. The transcript from such a
show cause hearing should then be served upon a standing, or
special, state grand jury to investigate the DPS role in the
death of Mike Matson.

Please consider this as a serious, and bona fide offer to assist
in the peaceful resolution of this frightening situation which
has developed within your jurisdiction.

Sincerely yours,

/s/ Paul Andrew Mitchell
