REQUEST FOR BINDING PERSONNEL DIRECTIVE TO

USMS AT U.S. COURTHOUSE, SEATTLE, WASHINGTON

TO:       Ms. Stacia Hylton, Director

          U.S. Marshals Service

          950 Pennsylvania Avenue, N.W.

          Washington 20530-0001

          District of Columbia, USA

FROM:     Paul Andrew Mitchell, B.A., M.S.

          Private Attorney General and now

Acting U.S. Attorney General in Fact

DATE:     July 11, 2013 A.D.

SUBJECT:  second unscheduled meeting in private parking lot

Greetings Stacia Hylton:

Attached please find my written objections to today’s questionable posture, and intentionally threatening demeanor, of personnel allegedly representing the Office of the U.S. Marshals in downtown Seattle, Washington State.  See 18 U.S.C. 1512, 1513.

During one of four (4) prior meetings with Deputy U.S. Marshal Jeffrey Mans, he and I agreed that all future meetings would be scheduled at a mutually satisfactory time and place, and that he would request such appointments initially via email.

Because the fourth such meeting was scheduled in that manner, I have been proceeding on the basis of the assumption that the U.S. Marshals in downtown Seattle are willing to honor my request for scheduled appointments.

Today, however, two (2) more personnel from USMS/Seattle confronted me in the private parking lot of the apartment building where I live, and did so without a scheduled appointment.  Both refused to produce business cards, and one refused to identify himself.

Because your good office should already have received introductory documentation concerning the investigation which my office has been conducting at least since 1996, with the full cooperation and assistance of the U.S. Department of Justice in Washington, D.C., Office of Information Policy, I will not elaborate any further here on any of the other relevant details in that documentation.

From all appearances, however, it does seem that I am now being damaged by a simple breach of contract, witness intimidation, and by a needless pattern of the left hand not knowing what the right hand is doing, both inside and outside the Federal Government.

Would you kindly issue a personnel directive for the attention of all personnel of the U.S. Marshals Service in downtown Seattle, clarifying my prior agreement with Deputy U.S. Marshal Jeffrey Mans, and directing all such personnel to schedule all appointments by initially requesting same via email?

It is now painfully clear that Mr. Ray Fleck lied to my landlord, lied to my neighbors in the same apartment building, and also lied to two (2) Seattle Police Officers when he supervised the illegal “raid” on my apartment on June 11, 2013 A.D., even after he knew or should have known -- because I told him -- valid OPM SF-61 APPOINTMENT AFFIDAVITS were not produced for the U.S. District Court personnel responsible for issuing said “sewer service” (McCool, Donohue and Landis).

As such, my neighbors are being bothered, and their privacy is being infringed, by these unscheduled appearances in our parking lot by personnel claiming to be employed by the U.S. Marshals Service.

In point of law, it is my sincere understanding that all such personnel could and should be charged with criminal trespass, if they stubbornly insist on unscheduled meetings, stubbornly refuse to identify themselves properly and professionally, and stubbornly refuse to leave when requested to do so for all of the reasons stated above.

In point of fact, a client of mine appeared in a Florida Federal Court today, specifically to adjudicate the absence of authorizations expressly required by section 7401 of the Internal Revenue Code (re: Attorney General or his delegate).

Thank you very much for your professional consideration.

Sincerely yours,

/s/ Paul Andrew Mitchell
