1.   properly executed USPS Form 3801 Standing Delivery Order authorizing one “R. MENO” (may be “Ray” or “Roy” Meno) to receive Registered U.S. Mail on behalf of the Thomas Eamon McCarthy, Jr., 330 W. Broadway, Ste. 477, San Diego 92101-3830, CALIFORNIA, USA (see attached).

 

I request a waiver of all fees for this request.

 

Disclosure of the requested information to Me is in the public interest, because it is likely to contribute significantly to public understanding of the operations and activities of the federal government, and is not primarily in My commercial interest.
