For your information, Sergeant Martinez of the San Diego County Sheriffs Department, Court Services Bureau, did obtain a positive identification of one “Thomas E. McCarthy”.  The latter individual claimed to be the Foreman of the San Diego County Grand Jury, but would never provide me with any positive identification after I requested same in writing.  (See attached letters.)

 

I regard the latter Thomas E. McCarthy to be the prime suspect in the disappearance of Registered U.S. Mail Serial #RB 405 893 249 US, in violation of 18 U.S.C. 1702.  It is also my understanding that a Standing Delivery Order, PS Form 3801, is required before any “agent” may accept Registered U.S. Mail sent with Restricted Delivery services.

 

Am I also correct in understanding that purchasing Registered U.S. Mail entitles me to discover the chain of possession of that mail?  Please confirm my understanding in this regard, one way or the other.
