Attention:  FOIA Appeal Officer(s)

DISTRICT OF COLUMBIA, USA

Subject:  Freedom of Information Act (“FOIA”) Request

Greetings FOIA Appeal Officer(s):

This is a proper and lawful Appeal under the Freedom of Information Act (“FOIA”).

On March 7, 2007 A.D., I requested documents under the FOIA (see attached copy of my original FOIA request).

To date, I have not received a complete reply to that FOIA request.

In that original FOIA Request, I also requested that it be forwarded without delay to the correct person(s), if it was initially directed to the wrong person(s).

Nevertheless, I have received the attached memo directing me to contact the “Tax Division, CTS-Eastern Region”.

Why wasn’t my initial FOIA Request simply forwarded to that office, as politely requested by me on March 7, 2007?

I hereby appeal your failure to reply with all requested documents.

You now have twenty (20) working days to respond to this Appeal.  See statute of limitations in the Freedom of Information Act.

Sincerely yours,

/s/ Paul Andrew Mitchell
