Dear Mr. Kwast:

We reject your empty rationalization below,
because the stolen copy of "The Federal Zone"
to which we refer, was at one time located
at the URL which we cited to you. As part of
our investigation into widespread violations
of our copyrights in "The Federal Zone," we
have already acquired documentary proof that
one stolen copy was at one time located there.

This proof will form part of the verified
complaint which we intend to file, in a court
of competent jurisdiction, if an acceptable
settlement cannot be reached with you.

We decline to negotiate further with you via
electronic mail, and our NOTICE AND DEMAND,
receipt of which you have now acknowledged,
stands, with the stated deadline, as
previously received by you.

Thank you very much for your consideration.

Sincerely yours,

/s/ Paul Andrew Mitchell, B.A., M.S.

Counselor at Law, Federal Witness
and Private Attorney General
