SUBJECT:  Obstruction of Correspondence,
          Tampering with a Federal Grand Jury,
          Theft of Professional Services


Dear Mr. Paugh:

This is  my formal  NOTICE OF  INTENT to  file a  formal criminal
complaint against you, for:


     (1)  obstructing Certified  United States  Mail directed  to
          the Foreperson of the federal grand jury in Clarksburg,
          West Virginia state;

     (2)  tampering with a federal grand jury in Clarksburg, West
          Virginia state;

     (3)  theft of professional services provided to you and your
          associate, Mr. Floyd Raymond Looker.


In your  latest fax  transmission(s) to me, you admitted to being
in possession  of  the  Certified  United  States  Mail  which  I
directed  to   the  foreperson  of  the  federal  grand  jury  in
Clarksburg, West Virginia state.

Since this  was a private and confidential communication directed
to that  federal grand  jury, with  evidence  concerning  crucial
matters of  law, your  obstruction of that correspondence is also
probable cause to charge you with jury tampering.

Finally, you  have aided and abetted the theft of my professional
services,  and   participated  directly   in  the   theft  of  my
professional services, for the professional counsel I provided to
you directly,  and for  the professional counsel which I provided
to your  associate, Mr. Floyd Raymond Looker, as evidenced by the
lawful invoice which I mailed to you.

You may recall, you gave me your word that I would be paid.  Now,
we will find out exactly how much your word is really worth.
