Dear Postmaster:

Are you, or are you not, an officer of the United States?

Our research indicates that all officers and employees of the United States Postal Service are required by law to execute an Oath of Office.

As such, we have concluded that you are an officer of the United States to whom I can fulfill my duty under 18 U.S.C. 4 to report felony mail fraud to you.

If you can produce any competent authorities to the contrary, please advise immediately.

Thank you very much.

Sincerely yours,

/s/ Paul Andrew Mitchell
