COME NOW the People of the United States of America (hereinafter
"Petitioners"), ex relatione Paul Andrew, Mitchell, B.A., M.S.,
Citizen of Arizona state (hereinafter "Relator"), to petition
this honorable Court for a routine continuance of four (4) weeks,
and for leave to appear in writing, and to file this pleading
without a case number showing on the face page. Petitioners
offer the following reasons to justify this petition:
1. The recent surrender of the "Montana Freemen" to
alleged federal agents, and their peaceful arrest, have defused
the emergency for the time being.
2. During the time available, Relator has been unable to
solicit enough private donations to pay for air fare, which will
be expensive on such short notice. The minimal quote thus far
has exceeded $750 for round-trip tickets, not including food,
lodging, and ground transportation.

3. The question of state court jurisdiction over persons
acting under color of federal law is an important, even crucial
matter of law which should be adjudicated with appropriate
deliberation. Petitioners need additional time to prepare a
careful and well researched answer to this Court's Order to
present proof and legal reasons why this Court has jurisdiction
to grant the relief requested.
4. Petitioners hereby place all interested parties on
formal notice of their intent to file Freedom of Information Act
Requests with appropriate offices of the United States, in order
to confirm that all persons who alleged to be working under
authority of the United States Department of Justice were, in
fact, authorized to be doing so within the geographical venue of
Garfield county. A four-week continuance will allow enough time
for FOIA administrative remedies to be exhausted.
5. Petitioners would benefit greatly from a timely
response from this Court, prior to their required appearance, to
their previous Petition for Clarification of this Court's Order
dated the 31st day of May, 1996.
Petitioners request the indulgence of this honorable Court,
because this pleading will not exhibit the correct case number
when it is filed with the Clerk of Court via fax transmission.
After tendering ninety-five (95) Susan B. Anthony one dollar
coins, via Express United States Mail, Petitioners have not yet
received a receipt or a case number from the Clerk of Court.

RELIEF REQUESTED
Accordingly, Petitioners hereby request a routine
continuance of four (4) calendar weeks, and leave of this Court
to file this petition without the requisite case number showing
on the face page, and to make their next scheduled appearance in
writing. Petitioners also request the Court to order the Clerk
of Court to transmit the Court's answer to this Petition
forthwith by fax to (520) 320-1256.
