Ryan D. Holden
Director, Congressional and Public Affairs

Greetings Mr. Holden:

May we impose upon your office to contact the State Department's

FOIA Disclosure Officers, to inquire why we have not yet received

any acknowledgement to our routine FOIA Request?  See below.

It is our understanding that the FOIA does not require any demonstrations

of relevance or materiality.

However, in this particular instance, if the requested PRESIDENTIAL COMMISSION

is either missing entirely, or seriously defective, there are several reasons why that finding

of fact has very far-reaching legal ramifications.  See 5 U.S.C. 2902(c) in chief.

For example, see also this NOTICE OF DEFECTIVE DELEGATION OF AUTHORITY

as recently addressed to President Donald J. Trump on 3/27/2025:

Mr. Garland's Bio describes a relatively long legal career with the Federal Government,

after graduating magna cum laude from Harvard Law School in 1977.  For that one reason,

we think it is practically impossible that he remained entirely unfamiliar with Federal

credential laws like 5 U.S.C. 2902(a):

"Secretary of State shall make out and record".

We will look forward to your timely assistance in this matter.

RSVP via email (preferred).

Thank you.

Sincerely yours,

Re:  5 U.S.C. 2902(a):

"the Secretary of State shall make out and record ...

the commission of an officer appointed by the President"

Greetings Disclosure Officer(s), U.S. Department of State:

If the U.S. Secretary of State is the designated legal custodian

of any PRESIDENTIAL COMMISSION issued to Merrick Garland

during Joseph Biden's period in the White House, please consider

our original FOIA Request below to be re-submitted hereby to you.

If possible, we would also appreciate it very much if you will consent

to expedite this simple Request, due to the manifold legal ramifications

that will arise, if it turns out that Merrick Garland was never properly

commissioned to the principal Office of U.S. Attorney General.

In particular, if you are able to confirm that no such PRESIDENTIAL COMMISSION

is presently in your legal custody, we would most appreciate receiving that

specific confirmation as soon as humanly possible, preferably via email

(which can then be rapidly archived in the Supreme Law Library).

Thank you very much.

Douglas R. Hibbard, Chief, Initial Request Staff, DOJ/OIP
