No.  You are taking me TOO literally.

The "blue zone" is my metaphor (UN blue, blue = sad,
blue = murky dark ocean, etc.), to help people learn
about the federal zone easily.  (Stars are bright light,
distinct, unique, warm, etc.)  The federal zone is a slave state.

Downes said that "the Constitution of the United
States, as such, does not extend beyond the limits
of the states which are united by and under it."

That is a good summary, based on the Harvard Law
Review critiques which were published right after
the decision.

You must read Harlan's dissent in Downes;  it brought
tears to my eyes, the first time I ever read it.
