U.S. Mail works like this:

There are various classes of mail.

The highest is Registered U.S. Mail.

It entitles the sender to discover the
chain of possession of the mail in question, i.e.
Sally handed it to Bill, Bill handed it to Mary,
Mary handed it to the Grand Jury Foreperson, 
who signed for it and accepted the mail.

You can also purchase the right to get a receipt,
signed by recipient, e.g. Grand Jury Foreperson.

You can also require a signature by that specific 
individual (this is called "restricted delivery").

When writing to a federal grand jury, you address
your Registered U.S. Mail to the "Foreperson,
Federal Grand Jury, In re: [case name, or subpoena
number here]".  If anyone else signs for it,
that Foreperson must have completed a "Standing
Delivery Order," which is a form authorizing someone
else to receive Registered U.S. Mail for him (her).
This is USPS Form 3801, Standing Delivery Order.

If there is no Standing Delivery Order, then NO ONE ELSE
can receive mail for that individual, and the U.S.
Postal Service MUST return it to the sender, if the
addressee does not sign, refuses to sign, or cannot
be located.  If anyone else signs for this highest
form of legal mail, and that individual has NOT received
prior written authorization for same, it is obstruction
of correspondence (a felony), and jury tampering (another
felony).  If the correspondence contains evidence (which
it usually does), then it is also obstruction of justice
(because a grand jury was criminally prevented from 
obtaining material evidence in a matter now before them).

Got it?

Our Congress established the U.S. Postal Service as a
legal means of effecting legal "service" of documents
upon parties in a law suit.  The sender merely needs
to complete a PROOF OF SERVICE page, which testifies
to the fact that the sender posted the documents via
first class U.S. Mail.  This is considered legal proof
that the recipients were properly served with the 
documents in question.  You cannot serve an initial
summons or complaint in this fashion, however;  initial
service must be accomplished by a disinterested third 
party, such as a County Constable, or a licensed process
server, who then files his (her) own PROOF OF SERVICE
straight into the court record.

No.  The accused is the alleged "Militia Officer,"
and the Pastor was acting as his church pastor.
They are two different people.
