Federal citizens owe their allegiance to a 
government which is not subject to the
Guarantee Clause, because citizenship is
a term of municipal law.  The United States
is not bound to guarantee a Republican Form
of government to itself, only to the several
states of the Union.  Read the Guarantee Clause
