The MSO renders the corporates States
"holders in due course" of a legal
interest in the new vehicles sold
in those States.  This conversion is
effected under color of law, and is
a fraud.  The States usually microfiche
them, and then destroy the originals.

an adminstrative record which contains
probable cause to prove this fraud.
