Subject: SLS: Silver Bond Offering

I'll tell you where we may have a WHOLE LOT
in common.  We are about to accomplish our
mission to dismantle the Internal Revenue Service,
but there is one nagging problem that still remains.  

As soon as it is made official -- that withholding 
is truly voluntary -- the flood of extra buying power 
could easily drive up prices (much higher inflation).
It is actually a simple matter to declare that
withholding on all federal employees will cease,
effective immediately.  The Secretary of the
Treasury would have this authority, for example,
via treasury regulation.

We want to have a solid program & proposal ready,
which can stave off the buying frenzy, and 
divert the extra funds into savings.  The thought
I had just yesterday, was to authorize the sale
of "silver bonds."  These would be just like
standard Treasury Bonds, except that they would
be payable in silver (or gold) -- the true medium
of exchange honored by the U.S. Constitution.
There would be three options: 1-, 2-, and 3-year
maturities, each with scaled interest rates 
(the longer the maturity, the higher the return).

In conjunction with this public bond offer, the
U.S. Mint would be authorized to increase the
rate of silver coin production, most likely 
one dollar, and half-dollar, denominations.
The price of silver would be set by Act of
Congress, and this would motivate miners in
silver lodes like Nevada to ramp up production
to match the Mint's higher demand for raw
silver and gold.

Also, the printing of Federal Reserves Notes ("FRN's")
would cease, and United States Notes would
go into immediate production.  A 1-year recall
of all Federal Reserve Notes would be issued
when the sale of silver bonds was begun.
The production of U.S. Notes would be severed
from any connection to the federal debt.
The first year's objective would be to exchange
FRN's, one-for-one, with U.S. Notes, without
prejudice, and without extensive background,
credit, or identification checks.  FRN's
would be treated as "bearer bonds" -- no questions
asked.

Thus, FRN's could be exchanged for U.S. Notes,
or they could be exchanged for the new silver
and gold bonds, over the counter, in all banks.
The Secretary would be authorized to issue
regulations, which banks would be required to
obey, as a matter of federal law.
