The Downes Doctrine effectively results in
majority rule within the federal zone.
This means that the majority in Congress
can prohibit, or require, anything and
everything which that majority decides.

Such is the nature of an absolute legislative
democracy.  See Harlan's dissent in Downes,
for the prediction that eventually came true.

Now you know why we have attacked the
Downes Doctrine, In Re Grand Jury Subpoena
Served on New Life Health Center Company,
and also in Gilbertson's OPENING BRIEF.
