The vast population of federal citizens
who now inhabit the several States is
a legislative democracy, not a constitutional
republic, because the District of Columbia
never joined the Union, and federal citizens
owe their allegiance to the District of
Columbia.  So, Clinton does have a democracy
to manage, quite a large one at that.  See
