I am trying to do several things:


1.  Get a copy for my records, before the
    regs "disappear" forever.

2.  Make a political issue out of Clinton's
    abuse of Executive Orders, particularly
    to remove important historical evidence
    from public libraries, of all things!

3.  Draw attention to the content of the
    regs in question, specifically to show
    that there are both de facto and de jure
    governments operating in parallel,
    and to show that the de facto States
    are operating as United States (federal)
    territories, subject to the municipal
    jurisdiction of Congress (where the
    Constitution does not operate, per 
    Downes v. Bidwell).  See also Hooven & Allison
    v. Evatt (the Constitution can be extended by
    statute into the federal zone, but not before).

4.  Force the question in a court of law,
    which is now "authorized" to "pretend"
    that the regs don't actually exist,
    under rules of judicial notice.  See,
    for example, Rule 201(d) of the Federal
    Rules of Evidence.

5.  Orchestrate all of this into a reason to motivate
    people to look into the matter themselves.  This
    is not a tempest in a teapot;  this is a massive
    fraud, whereby the Union states have been subordinated
    under the District of Columbia, in violation of the
    Tenth Amendment.  See Kennedy's concurring opinion
    in U.S. v. Lopez, where he says we are a Republic!
    Right on, Justice Kennedy!!  He also utilized the
    term "federal zone" as a household word.

Suspected of Income Tax Evasion" for more insight
on this question.  Also, Howard Freeman's classic
essay "The Two United States and the Law" is there, 
for anybody to read and enjoy.
