I will tell you now. The legislative history of 42 USC 1983 shows that southern white judges had joined the KKK in order to persecute and even murder Negroes. We have the same kind of criminal element in our state and federal judiciaries today. We cannot expect relief from our court system, on legitimate constitutional questions, as long as these criminals go unexposed and unpunished.
