     Meanwhile back in Washington, there are very few smiles.  The
Republicans have been bickering over tax cuts and President Clinton, who
fell down some steps while feeling 'tired and emotional' (a British
euphemism), was furious when the Senate forced his CIA nominee, Anthony
Lake, to withdraw.  Rep. Bob Barr (R-GA) has officially asked House
Judiciary Chairman Henry Hyde to begin impeachment proceedings.  That might
explain why Hillary Clinton, on an African tour, persuaded President
Mandela to give her a tour of Robben Island, South Africa's famous prison
in which he spent 27 years.  Maybe she plans to devote her incarceration to
compiling the memoirs of her associates into a Good Jail Guide.  Normally
her long absence would bring a smile to Bill's otherwise anxious face, but
alas the poor fellow is confined to a wheelchair.  Such rotten luck for the
