There is no "Rule 301, Federal Rules of Civil Procedure." There is, however, a Rule 301 of the Federal Rules of Evidence. My West copy of the FRCP only goes up to Rule 86. Rule 301 of the Federal Rules of Evidence has to do with "Presumptions in General in Civil Actions and Proceedings," to which I believe Dan Meador was referring.
