"I hereby authorize the United States Coast
Guard to interdict COSCO shipping at the
3-mile limit, and to escort them through
a 180-degree turn, to a new heading straight
for Hong Kong.  If they should run low on
fuel, they can summon the U.S. Coast Guard
for emergency international relief, via
accepted rules of maritime radio and 
satellite telecommunications.

"I also authorize the United States Navy
to patrol the 12-mile limit by means of
all appropriate detection technology, and
to inform this office at once the moment
any COSCO shipping appears headed on a course
which will lead it to cross said 12-mile limit.

"Effective immediately."
