Yes, I got that.  You appear to have
missed my earlier post on that very
subject.  The term "title" in that
section refers to Title 26.  Therefore,
subtitle F has never taken effect, 
because Title 26 has never been enacted.
See Title 1, United States Code, for the
rules of construction.  Again, I apologize
for failing to quote this section perfectly,
although I don't believe my error makes
any difference worth a hill of beans.
