No, because the term "taxpayer" is defined
in the Internal Revenue Code.  Paying 
gasoline taxes does not make you a 
"taxpayer" as that term is defined therein.
The "taxpayer" of those taxes, for example,
is the petroleum company, and there is a 
clear liability statute for that tax.
