That book is available in electronic form, and also in hard copy via special order. In lower case, the term "federal zone" is the territory over which Congress has exclusive legislative jurisdiction. It is the blue field, as opposed to the stars, on the American flag (although the "stars" occupy more space). All municipal legislation of Congress is confined to the federal zone, and to the citizens of that zone. Justice Kennedy was the first to adopt this term, in his concurring opinion in U.S. v. Lopez (1995).
