It goes much deeper than this, most of 
the time.  I approached the descriptive
problem by starting with the etymology
of the term "attorn."  Without too much
surprise, I discovered that it means to
supervise the transfer of an estate from
the old lord to the new lord;  it is a
term from feudal (federal) law.  That 
pretty much sums it up.  Now, you will
look at the office of the U.S. ATTORNeys
in a completely old and different light,
won't you?

Their many conflicts of interest are
well documented.  As officers of the
court, their first allegiance is to the
court, followed by their allegiance
to "public policy."  Clients come third
or not at all.  If you look at the courts
as a "business," and lots of cases talk
about the "business of the courts," then
being an officer of the court is just 
like being an officer of a business:

Priority #1:  MAKE MONEY FOR YOUR BOSS 
Priority #2:  MAKE MONEY FOR YOURSELF
Priority #3:  MAKE MONEY FOR CO-WORKERS
