Good point, Harold.  The "best" we can do
right now is to put these allegations on 
the table, and shift the burden back to
the other side.  If and when they fall silent,
particularly in active litigation, there
are certain conclusions which can be drawn
from their silence.  For example, see the
Federal Rules of Evidence under "presumption,"
particularly Rules 301 and 302.

We used this technique in People v. Boxer, because
silence activates estoppel, pursuant to Carmine
v. Bowen, and silence is a fraud, when there
is a legal or a moral duty to speak, pursuant
to U.S. v. Tweel.  This is all intertwined with
the Fifth Amendment, however, because even 
government employees cannot be compelled to be 
witnesses against themselves.  But, we are 
allowed to proceed on the basis of certain
unrebutted facts, e.g. the historical facts
recited in Dyett v. Turner.  Preponderance should
prevail, but the bias now exhibited by the federal
judiciary proves that they are not honoring time-proven
rules of judicial proceeding.

We need to keep moving forward, however.  I believe
the next bridge to cross will be the evidence necessary
to prove that the IRS is a three-tiered trust.  I say
this for two reasons:  (1) an obscure, anonymous source
has confirmed this, informally, and  (2) there was a 
guy selling 3-tiered trusts in Los Angeles years ago,
and he got shut down, I believe because his system 
was an intentional mimic of the 3-tiered trust being
used by the IRS, re-hashed to appear as if it were
home-grown.  It wasn't!  Don't forget:  IRS has a HUGE
turnover, and there are lots of disgruntled ex-IRS 
agents who tend to exploit the knowlege they gained.
