Bernie,

Remove the case into the District
Court of the United States on the
federal questions, e.g. all juries
consist only of federal citizens;
since there are no federal judges
currently qualified to preside on
the DCUS, that will effectively
stay the entire action indefinitely,
until such time as the log jam 
clears, which may be never.
Superior Court loses jurisdiction
when the case is removed by the
defendant;  plaintiff cannot remove,
because he is presumed to have
petitioned a court with competent
jurisdiction over the matter brought
before it by the plaintiff.  If you are
not sure of the federal question, then
submit a FOIA immediately on a matter
which bears on your case;  that will
thrust you into the DCUS, because
FOIA is a federal statute.
