same body;
municipal laws
and 
national laws

if federal laws do not explicitly
say they have extra-territorial
application, like 18 U.S.C. 1513,
then they are enforceable only
in the federal zone.

Inclusio unius est exclusio alterius.

If the extra-territorial application
is not mentioned, its omission was
intention.   Cf. in Black's Law Dictionary.

We have this on the authority of
