All the legislation in 1933+ by Congress
was designed to lien on the assets of
the American People as collateral for
the U.S. bankruptcy which was secretly
declared in that year.  See H.R. 192,
for example;  there are many others.
Social Security is a tax and it says
so right in the original law.  California
Government Code says that all real 
properties recorded as "fee simple"
transactions are collateral for section
4 of the so-called 14th Amendment.
