I agree with your approach here, but I have not
found it difficult to refute the assumption
that such a corporation is domestic to the
federal zone. Daly v. The National Life
Insurance Company of the USA does a very
good job of explaining why. USPS is a
domestic, federal zone corporation, and
it is therefore "foreign" with respect to
each of the several states, pursuant to
the Daly holding and the Tenth Amendment.

Thus, a good discovery question is this:
has USPS registered as a foreign corporation
with each of the several Secretaries of States?

My bet is that they have NOT!
