RESPONSE:
Jim, I've not used Schiff's method, but have a
close acquaintance who's gotten some of his
info. His book Federal Mafia has info on filing
the zero return..he also has a package on
filing W-4's that are exempt, an "Audit" package,
a Levy & Lien package, etc...the whole works.
He has a daily shortwave program on on 9.475,
6:00-7:00 CST monday-friday which is really
helpful..people call in with questions like
yours. To get started, recommend his book but quickest/easiest
is his audio tape (or video tape)of his 4-hour seminar.
Seems to be one of the few (if only one) to claim
to have a solid means to get rid of liens. His
Federal Mafia book (I recall) has an example of
one of Irwin's own zero-returns. There's a start-up
package for I think about $100, and the full-blown
for $500 (?) which includes "reasonable consulting."

Sorry I don't have first-hand experience to relay
but hope this info tidbit helps. I'd just call
his 1-800 number and talk to them. "Jerry" seems to be technically
knowledgable and helpful. Hope to see some
first-hand experience responses at this forum.
