Our question was a trick question. We asked, "in which 'U.S. State'," meaning in which of the venues belonging to the District of Columbia?
In California, "...in this state or in the state means all areas within the territorial limits of California and owned by or ceded to the United States." The same rules of logic apply to the English Language as apply to boolean logic, so that the word "AND" means that both elements must be true to fill the requirements of the definition. ie.: the venue must be both within the boundaries of California, and must be a federaly owned venue.
