     This matter comes before the Court on petitioner Paul Andrew

Mitchell's motion  for reconsideration.   Because  petitioner has

presented no valid basis for the Court to reconsider its order of

dismissal,  IT   IS  HEREBY   ORDERED   that   the   motion   for

reconsideration is DENIED.

     The Clerk  shall forthwith  notify the parties of the making

of this Order.
