You MUST be a state Citizen to qualify
in the first place.  This is the supreme Law:
Article I, Section 3, Clause 3.  The term
"Citizen of the United States" here means
"Citizen of ONE OF the States united" in
all 3 Qualifications Clauses.

For authority, see People v. De La Guerra,
California Supreme Court (1870).  See also
the Northwest Ordinance:  "citizen of _one of_
the United States", Section 9, July 13, 1787,
The Confederate Congress (under the Articles
of Confederation).

The Qualifications Clauses have never been
amended, despite efforts to impose term limits.
Such limits will require a constitutional 
amendment to one or more of these 3 clauses 
(House, Senate, White House).


Now that you are right over the target, you can
fully expect the flak to grow most intense.  :)
